Council Extends Community Enhancement Agreement, Amends Parking Code

May 5, 2026  At the May 4, 2026, meeting of the Wilsonville City Council, the Council authorized the continuation of an intergovernmental agreement with Metro that allows the City to accept Community Enhancement Fees (CEF) and Community Investment Fees (CIF) to offset the impacts of the Ridder Rd. waste transfer station. The City expects to receive more than $80,000 this fiscal year, which is to be redistributed into the community through the Wilsonville-Metro Community Enhancement Program.

On second reading, the City Council adopted an amendment to City code that revises the definition of an abandoned vehicle. This action reduces the duration allowed for parking on public streets from 72 hours to 48 hours, except where otherwise noted.

The Council approved a $417,000 construction contract with Blue Spruce Builders to complete the Community Center Siding Replacement Project. The project removes the existing siding and weather barrier and installs a new weather barrier, new durable fiber cement siding and new paint to improve the Wilsonville Community Center’s functionality, energy efficiency, and aesthetic appeal.

To fund the installation of new backstops, safety netting, and other improvements at the Memorial Park baseball fields, the Council approved a $736,000 construction contract with Paul Brothers, Inc. The project includes the installation of prefabricated dugouts on three fields and a picnic shelter in the central plaza.

During Mayor’s Business, Mayor Shawn O’Neil recommended the appointment of Andew Engel to the Budget Committee for a term that continues through December 2027. The appointment was confirmed by a majority vote of the City Council.

Additionally, Mayor O’Neil acknowledged proclamations recognizing May as Building Month and Mental Health Month.

During Communications, representatives from the Willamette Falls & Landings Heritage Area Coalition updated the Council on current and ongoing efforts to preserve, interpret, and promote the region’s natural, historic, and cultural resources.

The next regular meeting of the Wilsonville City Council takes place on Monday, May 18, at 7 pm. A work session is scheduled to take place at 5 pm. Both the meeting and the work session are open to the public.
